Housing Choice Voucher Landlords
Program Overview
The Housing Choice Voucher (HCV) program is a federally funded HUD program that assists low-income families in affording decent, safe, and sanitary housing.
Once a family receives a voucher, they are responsible for finding a rental unit with a landlord willing to rent under program standards.
A lease is required, along with:
- Proof of property ownership
- A completed, passing inspection conducted by ICHC or its contracted inspector
Payment Process
After the inspection and lease approval:
- ICHC provides a subsidy payment (HAP payment) directly to the landlord on behalf of the tenant.
- The tenant may be responsible for a portion of rent and/or utilities, based on income and HUD calculations.
Payments are made in check form directly to the landlord.
Inspections
Inspections are required before move-in and periodically to ensure the unit continues to meet HUD’s Housing Quality Standards (HQS). Contact ICHC or the contracted inspector for inspection scheduling and documentation:

Forms and Agreements
Landlords will receive and complete the following documents during lease-up:
- Lease Agreement for Voucher
- HUD Form 52641: Tenancy Addendum
- HUD Form 52641-A: Housing Assistance Payments (HAP) Contract
- Lead-Based Paint Disclosure (LBP)
- Lead Paint Notice
